This excerpt focuses on Mosley's plan, as a minister in the Labour Government of Ramsey McDonald, to solve Britain's high unemployment by a combination of tariffs, nationalization, and job creation through government spending on public works. This plan, called the Mosley Memorandum, was rejected by the government in May 1930, leading to Mosley's resignation and the founding of the New Party.
